La iniciativa fue elaborada por la Asociación Civil Transparencia la Coordinadora Nacional de Derechos Humanos, la unión de Iglesias Cristianas Evangélicas del Perú y la Conferencia Episcopal.
Los candidatos presidenciales Keiko Fujimori y Pedro Castillo firmaron el documento de 12 puntos que tiene por finalidad comprometerlos en un posible Gobierno al fortalecimiento de la democracia y el respeto de los derechos humanos, que cumplan una serie de medidas para promover la lucha contra la corrupción, asegurar la libertad de expresión, cumplir con la vacunación universal contra la COVID-19, entre otros.
Para especificar La Proclama ciudadana te dejamos algunos de los compromisos que suscriben.
QUE JURE poner en marcha en forma inmediata los máximos esfuerzos del Estado y otros existentes en el país para vencer la pandemia mediante estrategias eficaces con base científica para la prevención del contagio, la aplicación de tratamientos y la vacunación universal desarrollando el mayor empeño para enfrentar la trágica situación de pobreza y hambre causada por la pandemia.
QUE JURE respetar y defender el derecho fundamental a la vida y garantizar los derechos humanos de todos los habitantes de la República, lo que implica respetar los derechos de sus minorías y los marginados para garantizar una sociedad inclusiva, tolerante y plural.
QUE JURE dejar el poder después del 28 de julio de 2026 y no buscar ni intentar ningún mecanismo de reelección.
QUE JURE que cualquier cambio y/o reforma, incluida la de la Constitución, solo se hará a través de los mecanismos constitucionales vigentes y en respeto al Estado de Derecho.
QUE JURE respetar y proteger la independencia y los fueros de los otros poderes del Estado, así como respetar y proteger la autonomía de organismos como la Junta Nacional de Justicia, el Tribunal Constitucional, la Fiscalía de la Nación, la Defensoría del Pueblo, el Banco Central de Reserva del Perú, entre otros.
QUE JURE promover una educación de calidad, con equidad e inclusión para nuestros estudiantes, aumentando la igualdad de oportunidades para niños, niñas, adolescentes y jóvenes, fortaleciendo además el trabajo de la SUNEDU.
QUE JURE respetar, estimular y defender decididamente la libertad de expresión y de prensa.
QUE JURE asegurar la libre asociación en sindicatos, gremios, colegios profesionales y organizaciones no gubernamentales, vecinales y de base, entre otras formas de asociación ciudadana.
QUE JURE promover y proteger la lucha contra la corrupción, y no interferir la labor de investigación que realizan los organismos especializados tales como fiscalías, policía, procuradurías y contraloría. Y que será prioritaria la lucha eficaz contra la inseguridad ciudadana, el terrorismo, el narcotráfico y el crimen organizado.
QUE JURE respetar los tratados internacionales e instrumentos jurídicos que el Perú ha firmado, además de respetar las decisiones del Sistema Interamericano de Derechos Humanos.
QUE JURE promover el bien común con una mejor distribución de ingresos, una mayor eficiencia del gasto e inversión pública y un mayor crecimiento del país estimulando la inversión privada que crea nuevos puestos de trabajo y genera riqueza sin dañar el medio ambiente, capital de nuestro futuro.
QUE JURE respetar la institucionalidad meritocracia y no deliberante de las Fuerzas Armadas y Policiales.
