El congreso aprobó el dictamen que posibilita un nuevo retiro de los fondos de pensiones administrados por las AFP.
Esta iniciativa legislativa fue ajustada por la Comisión de economía siendo aprobada con 109 votos a favor cero en contra y tres abstenciones
La anterior propuesta de ley fue observada por el Poder Ejecutivo tras considerarla inconstitucional indicando que podrían vulnerar los objetivos de la Seguridad Social.
Realizando algunas modificaciones para ajustar la norma, el dictamen aprobado establece el retiro de hasta S/.17,600 (4 UIT) de los fondos de la AFP para todos los afiliados, además se eliminó el tercer párrafo del artículo tres de la autógrafa que permitía que terceros tengan retiros no autorizados por el titular de la cuenta de AFP.
Cabe mencionar que anteriormente se establecía el retiro del 100% de los fondos de mayores de 40 años que no hayan registrado aportes en los últimos cinco años, esta iniciativa fue eliminada en la Comisión de economía.
En el pleno del congreso debatiendo la insistencia del proyecto que propone un nuevo retiro de la AFP se pronunciaron varios congresistas como Javier Mendoza Marquina.
“Señora presidenta (Dirigiéndose a Mirtha Vásquez) yo me pregunto en primer término cuando sería para el gobierno central el momento oportuno para aprobar una ley de esa naturaleza y promulgar, seguro para el Presidente de la República será tal vez cuando una persona tenga 100 años o 90 años, pero señor presidente hoy es el momento que nuestros ciudadanos peruanos nos necesitan a nosotros , a sus parlamentarios, a sus líderes , a sus autoridades, es por eso que desde aquí quiero expresar mi voz de protesta que aplazando los tiempos pueda seguir observando ese tipo de leyes que beneficien el pueblo peruano […] “ afirma Mendoza.
También pudimos escuchar la intervención de la Parlamentaria Matilde Fernández Flores.
“Es muy importante la insistencia que estamos tratando de del tema de la AFP los dineros de los fondos no corresponden a ninguna otra persona sólo al trabajador que ha aportado mes a mes un monto determinado para su sistema de pensiones, por lo tanto, hay que pensar que este tema es facultativo y no tiene por qué rasgarse las envestiduras nadie porque es dinero de cada trabajador […]”
“No podemos ser indiferentes (refiriéndose a todos los peruanos y familias afectadas por la COVID-19) Porque ahora es el que necesita este fondo cada trabajador que va a ser para comprar medicamentos, para llevar a su ser querido a una clínica, porque las clínicas también cobran demasiado caro [….] El costo del oxígeno, entre otros[…]”
