El Ministerio de Cultura, a través de la Dirección del Libro y la Lectura (DLL) realizó la compra de libros más grande de la historia del Estado peruano.

La compra permitió dinamizar el sector nacional del libro, ya que contó con la participación de 116 empresas, a las cuales se adjudicó 169,544 libros y 757 módulos de lectura.

Dicho material está destinado a la implementación de 435 de la Red de espacios de lectura Perú LEE articulados por el Ministerio de Cultura (280 existentes y 155 por implementar) y más de 400 bibliotecas públicas provinciales y distritales, integrantes del Sistema Nacional de Bibliotecas, gestionado por la Biblioteca Nacional del Perú (BNP).

Al respecto, el Ministro de Cultura, Alejandro Neyra, señaló que “la construcción del Sistema Nacional de Bibliotecas pasa por este trabajo. El año pasado hicimos la adquisición histórica más grande de libros, a nivel nacional, para entregar módulos de lectura a casi 900 espacios de lectura y bibliotecas a nivel nacional. Estamos trabajando muy de la mano con la Biblioteca Nacional, para hacer que esto llegue a todo el país. Invertir en cultura, es una inversión real en el desarrollo de la ciudadanía”.

Cabe destacar que, aproximadamente, el 80% de las empresas que recibió las adjudicaciones eran micro y pequeñas empresas (MYPES).

El desarrollo del proceso requirió la elaboración de lineamientos para seleccionar material bibliográfico y realizar una convocatoria para presentar catálogos editoriales. En total, se recibieron 241 catálogos, de 19 regiones del país. 

Para llevar a cabo el proceso de selección, se dispuso la conformación de un comité de expertos en diversas materias académicas y otros agentes del sector del libro y la lectura, de tal manera que pudiesen recomendar títulos por ejes temáticos a partir de criterios de representatividad, enfoque territorial, originalidad, vigencia, relevancia y pertenencia a lenguas originarias. Una vez realizadas las recomendaciones, la Dirección del Libro y la Lectura (DLL) y la Biblioteca Nacional del Perú (BNP) validaron los títulos sobre la base de los lineamientos, los criterios técnicos y la experiencia.

En aras de la realización de un proceso de compra basado en la especialización en contrataciones públicas, el Ministerio de Cultura firmó un convenio internacional con la Oficina de las Naciones Unidas de Servicios para Proyectos (UNOPS), encargada de realizar los actos preparatorios y el procedimiento de adquisición de material bibliográfico. Es dicha oficina la que remite los requerimientos al mercado editorial para realizar la cotización y la adjudicación de material a las empresas ganadoras.

El proceso de distribución se iniciará en el mes de abril. Además, en 2021, se brindará continuidad a las políticas públicas que garanticen el derecho a la lectura a través del fortalecimiento del ecosistema del libro y la lectura.
