El 12 de junio de 1825, falleció en la ciudad de Lima, el reconocido prócer de nuestra independencia nacional, Toribio Rodríguez de Mendoza, quien nació en Chachapoyas, el 15 de abril de 1750, quien contribuyó a la instalación del primer Congreso Constituyente y formó una generación de próceres para nuestro país.
Denominado «El Precursor», Rodríguez de Mendoza, vuelve a la vida pública en 1822, e instaló el primer Congreso Constituyente, luego de irse José de San Martín. siendo elegido representante por Trujillo y Lima, presidiendo su primera reunión.
Vivió su infancia en su tierra natal, para luego trasladarse al seminario de Trujillo para seguir sus estudios. Ya en 1766, viajó a Lima, donde estudió y se graduó como doctor en Filosofía en la Universidad Nacional Mayor de San Marcos, en 1770. Ingresó a laborar en esta casa de estudios como docente y luego como rector en el Convictorio Carolino, donde encaminó una formación para una nueva generación de próceres, los cuales se prepararon para impulsar la independencia del Perú.
